chore: cleanup temporary build artifacts and patches

Remove obsolete Dockerfile patches, binary scrapers, and test execution scripts to clean up the repository.

- Delete Dockerfile.patch
- Remove facr-scraper and facr-scraper-new binaries
- Remove test_exec script
